Is it possible to re-order line items on a customer order? It seems that if you want to move an item up on the list you have to remove everything above it.

You can click the column header for Part Number or description to sort the rows alphabetically and print but thats just changing the view temporarily. When you close and reopen it'll revert to the original item number sequence.
But to answer your question. No. You can't permanently change the sort order of the items on the order.
What you're asking for does kind of make sense especially since rows can have different supply by dates. But, if my memory serves me, I think you are the first person to even ask for this.
